Duplicate Detection Rules auto-publishing

I've had 2 orgs recently that have had the System Duplicate Detection Rules turned on which had been previously disabled. Everyone that would have access to them has assured me that they did not publish these rules. Both orgs are on version 9.0.2.449. Is anyone else experiencing this issue?

    Hi TonyN,

    That is strange. Try disabling the Duplicate Detection Rules to see if they automatically publish again.
