Yes you can do that. You would need to show some web resource when the resource requirement doesnt contain a time group.
When you show the web resource you will need to have a drop down to show the available time groups to choose from. Once the user selects the time group you will need to update the resource requirement with the selected time group.
This would need some JavaScript/HTML development and some understanding of WebAPI.
When you say dialog are you talking about the deprecated CRM dialogs or something else as I have a similar issue and am just trying to understand if your response solves my issue.
On Booking Rules - when we get the pop-up (Error/Warning), is it possible to add fields to write back to the Booking?
E.g. the user drags a requirement onto the Schedule board (which doesn’t set the Time group detail selected) can we throw a pop-up that asks the user to select the Time Group from a list and then stamp that on the Booking when the booking is created?

You would probably need a booking rule to run and show a dialog to enter a reason why the time was changed. This needs knowledge of JavaScript
