What you mean by re-setup the system? if you have successfully restored the database then you need to set the connection settings. Please read Jonathan's reply on how to set the database connection.
start nav 2013 admin tool and edit/set the values for the used nav service instance. then restart the nav service. also check, if the needed users are added to the database and have the needed sql rights (e.g. db_owner). check also, if the database match the used nav version.
