Blocking sessions after deploying hotfix

Hi All,

We are getting many blocking sessions after deploying hotfix "KB4056546" in our environment. 

Can anybody guide me why this is happening?

    Could you please explain why we need to install this? and will it resolve our issue?

    Maybe you need to install 4089537 ? It supersedes the hotfix KB 4056546.
