Problems running WIP/Use config package to resolve/Task lines entered after the total

WIP won't run when task lines are added after the total row (using BC), which happens on occasion - and evidently, as advised by our service provider, the only way to check for jobs/projects that have this situation is to use Config Package. I have never used Config Package and hence require some assistance please as to how this would work and what's required. Thanks.
