Budget planning

Hi 
 
I am wanting to create child budget plans using a parent workflow so that it is distributed to the departments. I have checked my parent workflow thoroughly and it has no issues.
 
I have got the organisational hierarchy setup as well and have published it and set myself as the owner for the Finance department which is the top level of my organisation hierarchy.
 
I am still unable to see the child plans being created under the Budget plan hierarchy. 
 
Please assist me to resolve this issue.
