I have configured in the below article and started checking whether the app passes are taken, I can not see the App passes count is going down. I have no idea whether if i missed any steps.

Can somebody please let me know whether you have used this license type in the past and how you get it working.

    Hey Suganthar.

As far as I remember: When the powerApp per app pass is assigned to the environment and a user gets an app Shared (Directly or through a security role), the user receives a ServicePlan license, that allows him to access the environment.  I understand this is the base on how this is controlled.

I'm not sure if there's a specific message when user is added more apps against the license restrictions. Instead, if the user tries to access a third/fourth app, they should be getting an error indicating that their current license assignment doesn't allow them to login.

If you're getting a different behavior, the best advice would be to go to Power PLatform Admin Center and open a support request from there.  This will create a request to the right team.

@Daniel Perez Aguiar Thanks for your detail explanation. So from what i understood here that we do not have any visibility on how many app passes are consumed.

One thing i noticed that I was able to share more than 2 Model driven Apps of the user has the security role which has an access to that Model Driven Apps. My question here is that how Microsoft track how many apps are being used by each App passes. From my experimentation, I was able to access more than 2 Model Driven Apps. Microsoft documentation gives the minimal information about the Power apps per app plan or user plan instructions and does not give the clear info.

When I contacted Microsoft Support professional, they do not have much idea about it and they rely on that document from Microsoft.

Once again, Thanks for your explanation and if you could answer for my above question about how Microsoft i controlling the app access to 2 and what would be the error message if the user is given the more app accesses against the license restrictions.

    Hello Suganthar.

Indeed it might appear confusing. However:  Once you assign the App Passes on PowerPlatform Admin Center, you're not going to see it "Decrease".  What will happen is that those "app passes" are available for the  apps.  Please remember Model driven app at the moment will consume App Passes automatically, but canvas app need to be flagged.

After this is done, the system will check the licenses on the user, once the app is shared with them.  If the user has a valid license (Dynamics 365 CRM, PowerApps per User), app Pass is not used.  But if the user lacks the appropriate license (for example, has an Office license), the App Pass is assigned to the user.  This app pass will be removed once the app is unshared with the user.
