it is 2012 not 365 and i made Full CIL and refresh cashes labels are shown now ..

Can you explain a bit more? From what type of environment to what type of environment did you move the labels? How did you do this? Did you use a deployable package, model file, axpp file, source control and get latest, manually moving files? If you didn't use a deployable package, did you fully build the model and synchronized the database?
