In NAV 2016 I've seen the possibility to create one Purchase Quote and select more than one Vendor so that several Purchase Quotes are created.
Is this Standard NAV?

It may be customization done by partner. It is not standard behavior of NAV.

No, you cannot. The purchase quote is a business document that comes from one vendor, so from a business perspective, the idea of one quote and many vendors is not reasonable.
I would not recommend customizing and overriding the purchase quote functionality. I think what you're looking for is a request for quotation that holds replies from many Vendors. Unfortunately, Dynamics NAV (2017 and earlier) does not have this feature. And again, if a customization is necessary, I recommend creating a new entity for RFQs and not overriding how purchase quotes work.

The functionality that I saw did create one RFQ for each vendor, so I guess my question wasn't 100% correct..

That is a function which was developed individually. It is not part of the built-in functions when you purchase NAV. Your partner can probably help you.
Additionally, to make things easier, the Purchase Quotes contain the function "Copy Document". You could create one Quote and then just copy the lines into the Quotes for which you wish to have an offer from your suppliers.
I know its not out of the box feature but I have seen couple of clients asking for this and eventually partners go on customising this. Hopefully one day it will get added to the standard functionality. :)
