Location of GP Report List

Forgive me if this is a silly and obvious question, but I've got a couple of users who are seeing completely different things when they go to Financial -> Report List. I've verified that their GP security is identical.

Where is this list being poplated and how can I copy one users to another?

Part of it could be that they've created/saved Smartlists only to their user ID's. That would be one difference I could see in that window.
