Timesheet submission throwing error - duplicate key

Hello,

A user in our company is not able to submit the timesheet with the below error - 

[Microsoft][SQL Server Native Client 11.0][SQL Server]Cannot insert duplicate key row in object 'dbo.WFI10002' with unique key index 'AS2WFI10002'. The duplicate key value is (Time Entry Approval, 3627-TS-030623-1)

I cant find any documentation for this specific error and any inputs from the experts here would be highly appreciated.
