All of the user options related to the email notifications should be set up so that the HR admin would receive notifications through email anyways, but neither this nor the email template has been delivered by the system.

Much appreciate your help Erik but I think it's not the cause here. I have set up both email parameters and sending options so that test emails are going out without any issues.
I have made adjustments to them but I still cannot proceed with email notifications - all attempts of sending an email are recorded as 'failed'.

When you navigate to System Admin > Email > Email parameters.
Have you set these up?
And if you click on Send test e-mail, does that work?
Typically the e-mail parameters are not setup correctly, or are not in line with the user options setup.
