The assist-edit dialog only shows entities and relations that are synced with the marketing insights service, I have checked the sync settings in the customer insight sync and contact entity is checked, also I can not change or click in the dialog.

this usually happens when you are trying to use it for a 1:m or m:m relationship.
For example, if a customer can have a number of products. In your marketing email, you can only loop through the products in a custom code spinet , but not use it with assist edit.

I've reproduced your issue successfully:
It seems that your current user has not sufficient privilege to access dynamic content,
so you should ask your admin to give you privileges to below 3 items:
> Content settings
> Dynamic-content metadata
> Marketing email dynamic-content metadata
I couldn't give you specific anwser that which item will finally lead the drop-down menu to be blocked,
however, after I disabled all of 3 items, the drop-down menu was actually blocked to greyed out,
you could try them one by one.
