In NAV 2017, How can we set Approval Workflow with Hierarchy eg. Customer Creation Process ->Approved by Person A-> Then goes to Person B for second level of Approval.

There is a response called "Send approval request for the record and create a notification."
You can add this response multiple times.
E.g. add the Event "An approval request is approved." and then add the response "Send approval request for the record and create a notification."

it is possible in standard NAV using Workflow User Groups. That is, with Approver Type = Workflow User Group, system let's you choose the specific Workflow User Group that consists of one or many users. If each user in the group has a different sequence number, then approval will go in that specific sequence number to each user until all of them have approved the request. If all Sequence numbers are the same, this means one from the list must approve the request.
