Hi
I want to allocate work orders to resources but allow them to set the booking times themselves as they will be contacting he customers.
What's the best way to do this?

You could assign them write privileges of Booking entity and then set some key fields read-only for them by business rule, JS.
We had a similar requirement.
We created some JavaScript and ribbon button to open the work order record on the browser while on the mobile device (You can add the resource preference to the resource requirement to only show time slots for the logged in user). Then they can use the 'Book' ribbon button which allows them to find available time slots to book themselves.
