I cannot find a way to add case queues built in Dev into the solution which I am using to deploy configurations from Dev to Test to Prod. Is there a way to do this please?

Technically queues are the data and those are not solution-aware.
I would recommend using Configuration Migration Tool (CMT) to move the data between instances.
