i am new to Talent and i just want to understand what personnel action is, why it should or should not be enabled.

    Welcome to the wonderful world of Talent!

    You use personnel actions to accumulate a list of historical records for all position or worker actions. Said easier; it's used if you want to keep a list of changes made on positions or on workers.
