Hi:
When someone has conducted a Personalization by removing or adding columns in a window, is it possible to "download" that Personalization and give it to other users so that their windows will appear the same way?

Not if it is done using rationalization. But if you go to a sandbox and do design you can download that as and extension - install it in your production environment and it will work for all users.
