Basically, You need to setup the Users & Related Roles & Permission in NAV.
Check these links for creating users in SQ & NAV. Also, to assign the roles & permission to that particular user.

User permissions for Dynamics NAV is setup within the application. However you need to provide the necessary user permission to the users in SQL level so that they can access the Dynamics NAV database. Refer below links on how to provide related access to the users using SQL Management Studio.

Permission on SQL is not something which is generic, its some thing user dependent and the level of permission you want to give.
