one of our AX user is not getting the print option while he is going to Payment journal
can anyone tell how to fix this

Please check if it is permission issue or personalization issue.
If neither of them, you need to contact developer for this issue.

I have hardly seen people printing payment journals.
For what reason do you need that?
Wouldn't it be easier to export the lines to excel directly so that you can analyze them rather than creating a printed report?

well you are right but this user was having the same option before but now its not coming
if possible give me some suggestion so that i will make the changes accordingly
It looks like permissions issue. Can you check if this user roles are changed or mistakenly removed.
Just to troubleshoot the issue, remove existing role from the user and reassign again, log out and log back in.
If the user could print before but cannot anymore then there must have been a change.
A first thing that you can try is checking whether clearing the usage data for this form and user helps overcoming this issue.
If it does not fix the issue then have a look at what Junaid suggested in regards to the user rights, roles and security setup. This needs to be checked.
