Time Format Issues - Fractional Time

Good day everyone. Hoping someone can assist with this. Did a forum search and scanned a few pages - closest thing I found was this thread which still had no answer.

Dynamics 365 - Time Format Issues - Microsoft Community

So it's the same question - will copy/paste some info.

Time is formatted in 30 minute increments in the Dynamics desktop app.
1:00 PM
1:30 PM
2:00 PM
2:30 PM
If you enter a number outside of the 30 minute spaces provided then it changes to AM.
1:05 PM - press ENTER or move from the field - changes to 1:05 AM. I believe there are also cases where it changes to a pre-defined AM value as well. Only way to enter the time when it's outside of the 30 minute increments is from the mobile app or web browser. 
Are there any logs that can be checked to compare between two systems? One has the issue and the other doesn't. Same app. Same version. Videos and photos can be provided later on. Many thanks in advance for your assistance.

Here's a video of the issue.
You can see the mobile app on the left. The desktop app on the right. You'll note that changing to 8:05 PM will result in the system resetting it to AM on the desktop. This does not happen with one of the installations. So again - with the visuals - are there any logs or settings I can check/compare? Thanks in advance.

    Hi all. No suggestions yet?

    Decided to try that but there's no MSCRM folder on the drive at all. Found this though.

    C:\Program Files\WindowsApps\Microsoft.MicrosoftDynamicsCRMforWindows10_3.20112.0.0_neutral_split.scale-100_8wekyb3d8bbwe

    I also found a file that seems to be an XML - but it has a [1] suffixed. 

    website.crm.dynamics[1].XML

    Maybe something in there can be compared with the two machines? I'm just throwing out suggestions here. Maybe to make things easier, I'll do a CRC or MD5 check against the files on both systems and see if there are any differences there. It's a lot of info to go through. 1 line with 120,905 characters...

    So I've checked the XML files and found that they are different. The sizes are different - that was an immediate notice. The one on the system that's working fine (with the times) is 123KB while the other one is 119KB.

    I have a service call assigned to me for tomorrow. Will wait until the time roll-over and attempt changes after copying the larger file. If that doesn't work - will need more assistance in trying to find out why.

    Finally received new replacement laptop from office. Setup 365 and it's working fine. Confused even more.

    Copied over XML to problem system and still getting fractional times changed to AM. Uncertain about what to do at this point. Waiting on any input / suggestions.

    Here's the thing...

    I don't want to be satisfied with just "it's working now". I'd like to get to the root of the issue so if it happens again, we know why. We can address it. Has no-one else seen this before?
