How to grant global position hierarchy (org-chart) to local human resource managers without letting them access other legal entities' worker information?

Hello,

Does anyone know how to grant global position hierarchy (org-chart) to local human resource managers without letting them access other legal entities' worker information? As seen in the picture below, I have two options now:

Option 1: single organization assigned to custom roles, and ALL organizations assigned to System user role - HR manager can access all worker's information globally including personal address changes, expiring identification records. However, the requirement is that local HR should only see local worker's personal details.

Option 2: single organization assigned to both custom roles and System user role - HR manager is only granted access to one legal entity's all worker details, however loses the visibility of global org-chart (see the second picture...there are blank boxes...without worker names from other legal entities in the position hierarchy). The requirement is that local HR should see global org-chart without accessing worker personal information.
