Is there a document or resource that details what permissions do what within Nav. Anything that will outline what permission to give say for a particular menu options within the modules?

As far as I know, there is no same document. If you use standard NAV predefined roles, you can look at to se rights per each of them.
I don't use standard roles, but I use own predefined roles by my experience. Experience is zhe best way for roles.
