Hello,
If an approval step is assigned to someone, application will not seek for signing limits anymore.
If you are looking for the Reassign button in workflow history, it should be WorkflowStatusReassignWorkItem.
If you are looking for the request change button in workflow ribbon it should be either PurchReqApprovalRequestChange or PurchTableApprovalRequestChange for PO and PR.
You can also control the action buttons on workflow ribbon in your workflow configuration, using advanced tab of your approval or task element.

What gives a user the ability to use the ‘reassign’ in a workflow. What privilege/duty give this ability_?
I found the same problem as yours. When re-assign a work item to another randomly picked user, it would not meet that hierachy group range of employee limit.
sysworkflowEventDispatcher::onworkitemDelegate directly sent out for approval without checking hierachy based employee limit at all.
