Sign up for MSDN. The license from MSDN allows you to practice developer more than the standard CRONUS license.
There is no free developer's license from Microsoft available in the open download. Some partner can help you with his own license, but basically it is not legal to handle partner's license to third parties. If you want to practice, you can use demo database with demo license, but it is limited to certain range of objects.

I do not think you will be able to get a free developer license from Microsoft. Practice purposes you can use the Microsoft's Cronus license. However Cronus license only allows you to modify very limited tables.
