Workforce Budget plan allocation key

When generating a workforce budget plan in d365fo, I would like to use a the allocation key  to split the total sum of base cost amount / 12 months. The allocation key works, but instead of allocating the amounts on current workforce budget line, the allocation/amount is aggregated in a new line in my budget plan. Below is Row 2+3 amount which I would like to allocated on 12 months. The allocation key do not allocate on the same lines, but it aggreated row 2+3 and make the allocation on a separate line ( row 1). This is only the case in my workforce budget plan. The cost and revenue budget plans allocate the amounts on the current line. Any suggestion of how to fix this ?
