Thank you Isaac,
I've been dealing with some weird issues recently on the Partner Source site, as it looks like my regular login was disconnected from my partner profile and now I run into Unexpected Errors when trying to access the site.. I've tried various logins but they all end up the same way. I've opened a support ticket from the partner center and they'll help me fix this.
Hi Beat,
Since March of 2019 everything moved over to the businesscenter rather than partner source/customer source. The following post we complied everything for a good reference point.
CustomerSource Makeover for Dynamics GP - Microsoft Dynamics GP Community
There is a link to the SQL Server Runtimes from this post so that you have it.

If you have further questions since we are getting a bit off of the original topic, we are happy to answer but lets make a new forum thread so it is more easily searchable by others in the future.

Within the same line of topic, I'm wondering what happened to the SQL Run-Time license downloads that used to be accessible on Customer or Partner Source for DL to setup a new GP instance.
I've a customer that wants to upgrade to the latest GP, but their current system is running on an older SQL 2012R2 server and they had used a run-time license at the time for setup..
Since CS & PS are gone, there is no place where this can be downloaded anymore..
As Isaac indicated anyone approving workflow should be done with a limited or self service user.
If you have further license questions, you can reach out to Sales Operations,

Hi, Isaac:
thanks for reply.
I am referring to Dynamics GP Subscription licensing.
I attached below extract from Dynamics Licensing guide.
So, for user who only use Outlook to approve workflow, what SAL is needed?
thanks.
Hello,
If they are ONLY approving through outlook, and never accessing GP, then they do not need a subscription/license. We generally recommend having approves set up under a Self Service or Limited user license so that if they need to they could drill back on a document from the email and this would give them minimal access in GP, but if they are only clicking approval links and never need access to GP they wouldn't need a license. If they ever had an issue with the link or needed to view the actual transaction they would need to contact a different user or a workflow manager to get them access into GP to view or approve the document.
Thanks!
