Team of Teams and/or Queues with many teams

Hello all!

I find my self unable to find a good resource on trying to get a team containing child teams that role up. An alternative method would be to have a queue that is owned by multiple teams. We have a lot of shared responsibilities with tons of work item management, and it would be ideal if I could reuse the existing teams with out having to make a team for every special case and worse maintain those teams.

Is there a way to do this that I missed?

Example of desired behavior

'Test Queue' owned by 'Big Team' where 'Big Team' membership is 'Smaller team 1' and ' smaller team 2'

'Test Queue' owned by 'Smaller team 1' and ' smaller team 2'

Currently we are on 2015 on prem, though are upgrading to latest on prem very soon.
