Can I use SSIS to cross compare an excel spreadsheet with a table in an Azure database?

Title says it all, more or less. I want to use SSIS to cross compare a spreadsheet I have on my PC with a cloud-based database. Is this possible?

I only ask because tech support told me it wasn't, due to this error message. The person I spoke to told me /I was trying to use my computer as a server, so it wouldn't work./ To my knowledge (I read Microsoft's official documentation on SSIS and watched a few videos) that's what you're meant to do.

Is this not considered best practice? Was I completely wrong, and this is impossible?

I just want to bump my excel spreadsheet up against a table in the database via contact names. If everything in the excel sheet is in the database, then I'm good.
