Coming to the Azure SQL party a little late, but wondering have I messed up.
First - have reviewed the thread - (99+) GP into Azure - Microsoft Dynamics GP Forum Community Forum and it seems to help - but as noted at / near the end, it is over 5 years old and it might be a bit dated.
Question: Can I have an Azure SQL Server Hybrid model and still connect to GP client on premise?
I have the server name xxxx.database.windows.net
Network settings show that my IP address is able to connect. I can open in Azure SQL Management Studio ( equivalent to SSMS ), in fact I can connect using SSMS to the Azure server.
Challenge is how to connect ODBC so I can install GP (18.4) onto that server?
What am I missing?

To extend on what Derek already said, if your on-prem network is correctly setup, the Azure VM where your SQL & GP are hosted should be seen like any other server in the network, since it is likely part of the domain for authentication purposes..
With that said, I've not had a scenario like this among the many customers I migrated from on-prem GP to Azure, as most of the time the setup will include an RDS server with either a Web Proxy or some direct RDP login by the users.
First time I read about someone that wants to put the GP server into the cloud on Azure but keep the local GP clients deployed on-prem... and to be honest, I'm not sure I'd go down that route, mostly for performance issues and network interruption risks, plus all the hassle of managing the deployed GP clients (granted that if there are only a handful, it's manageable).
I've a client that despite having on-prem SQL server and RDS server, insist of deploying local GP clients everywhere, and there are about 20 of them.. Every time there is an upgrade or ISV update, it's a nightmare especially considering there is no dedicated IT staff on hand.
Just my 2cts, but I'd never encourage a customer go down that route.. not today anymore with the stability of RDS server and published remote apps. Setting up an RDS web proxy on Azure is fairly easy and with a secure SSL certificate, anyone from the company can remote login thru a web browser from anywhere with no VPN and work on GP.
I know we've seen some issues with hybrid environments such as this, where SQL Server is on Azure/'in the cloud' while Dynamics GP application is on-premise.
I will say that Azure SQL is not supported with Dynamics GP at all so that may change your plans.
That all being said, I believe Mariano did a blog series a few years ago with Dynamics GP and Azure SQL, but even there he mentions it isn't a supported environment.
