New forms don't appear for users because they don't have sufficient access

I created a simple form and menuitem for testing and added it to project management module.. without any roles or privileges related.

It's only visible for system admin and other users can't see it unless I add the menuitem to privilege and assign it to a role!!

Is this new behavior  from microsoft to control the license validation??

    When you create a MenuItem without Privileges, only users with the admin role will be able to see it. This means that other users will not have access to it. 
     
    Anyway, it is recommended to create privileges for each new menu item.

    This is not related to the license validation. This is how the security framework is intended to be. As a user, you need to have permission to access menu items. That is granted via security roles. In case the menu item is not part of any security role, it will not be visible to users.
     
    The system administrator role is a special role. This is bypassing all security. So, ensure you understand the security architecture of Dynamics 365 F&O, see:
