Goal Participating Records inconsistent with Actual Calculation

Hi, we have a scenario where Goal Actual is calculated correctly based on Goal Metric and Rollup query specified in the Goal. However, when we click on the participating records, it shows MORE records than the "Actual" calculation no matter which view we change to(Associated View, Active view...). Anyone has an idea?

Below is the setting

- Custom entity: Referral, Many to 1 relationship with Company (i.e. Company lookup on Referral form)

- Purpose of setting up the Goal: count Referrals where the associated company has at least 1 won Opportunity this year

Goal Metric

Goal Rollup query

Goal: actual =3

Participating records = 4

Please check that if the settings of the rollup fields are correct.
