I have an Dynamic marketing list set up which is linked to my dotdigital account.
The marketing list contains a list of contacts and i want it set up so that when a new contact is added to the CRM if it meets certain criteria then it is automatically added to the marketing list and then synced to dotdigital

Filters in the screenshot will find contacts who allow bulk emails and have email address, in other word, these two fields of the new contact should all meet the criteria.
If this contact only has email address while not allowing bulk emails, the person won't be counted as member.
So if you want to add the new contact as member when any one of the field meets the criteria, please use the OR operator to combine the two filters.

I already have the marketing list set up as Dynamic but when i checked the list of members i noticed the latest members added to CRM are not on the marketing list.
1. If you marketing list type is Dynamic, then new contact who meets criteria will be added to the list automatically.
2. If you want to add new contact to a Static marketing list automatically if he meets certain criteria, you could trigger a workflow on creation of contact record.(Criteria are added within the workflow as step)
The contact can be added to a specific list with "Add To Marketing List" step of Dynamics 365 Workflow Tool:
