Is it possible to schedule the start and shutdown of a tier 1 environment in LCS ? if possible a guide ?

No, you can't do it through LCS. But you can do such things directly in Azure (using the portal, Powershell, REST API etc.).
What exactly do you want? To start and stop and certain time or for the time of a build?
Nevertheless it sounds to me that you'll be interested in hosted build servers (not requiring VMs).

No, it's not possible. But you can schedule it in Azure Portal.
Automatic shutdown is the earier part, because there's a property in the VM properties for Auto-Shutdown.
For Startup you need to create an automation account, a runbook and a schedule. If you're using Azure DevTest Labs you can enable Auto-Startup with a simple property, but outside DevTest labs it's not possible as far as I know. However things are changing all the time so I might be wrong.
