Hi Everyone,

Can anyone share the more details of the following statement, I want to understand completely.

The Dynamics 365 Finance and Operations Application will implement a verification process to assess whether the appropriate licenses are assigned to users within Microsoft Entra ID. Effective May 15, 2025. Users will receive in-app notifications if their license assignments are missing or incorrect. Initially, this will serve as a soft warning and will not prevent users from carrying out their tasks within the application. Customers will have until August 30, 2025, to procure the requisite licenses and allocate them to users accordingly. In situations where a user holds security roles related to finance and project operations, and no associated licenses are assigned, the user will retain access to functionalities within the finance domain but lose access to project operations features.

Understand which roles are requiring which license

Understand which privileges and duties are triggering the need for each license

List the roles, privileges, and duties in your configuration that cause the requirement of a specific license

Hi everyone,

Hi @Raheel Shakeel Khan,

To answer a couple of your questions:

Assign the additional 30 users the roles they need in a non-prod environment, then check the reports in PPAC which will show which license then need. You can also see the license needed for the role when assigning it within D365. Keep in mind the PPAC reports take up to 72 hours to refresh.

Regarding step 2, assigning a user a second activity license - this is not required. The Activity license they already have covers them for the new role if it also requires activity. The user needs to have a license assigned which covers them for the highest license the require based on role, so for example if a current activity user needs a new role which requires Full license, then you would need to then assign them a full license, as the hierarchy is Full > Activity > Team.

Thank you for sharing the blog link — it provides a very detailed overview, and most of my questions have been clarified. However, I would appreciate further explanation on the following scenario:

Suppose, after reconciliation, I determine that I need 30 additional Finance licenses. How can I identify the appropriate type of license required (Full User, Activity, or Team Member)?

Once the license types are identified, what should my action plan be?

Proposed Action Plan:

Step 1: Subscribe to 30 additional Finance licenses from Microsoft based on the identified types.

Step 2: Assign these licenses to the respective users.

Question: How do I assign these licenses? For example, if a user currently holds an Activity license for the HR Manager role, and I now need to assign them another Activity license for the AP Manager role, how is that handled?

Secondly:

I have a user with security roles for Accounts Payable Manager and Clerk (which a Team Member license), as well as the HR Manager role (also a Team Member license). In this case, how does Microsoft handle license reconciliation? will Microsoft simply notify the number of licenses required for each area (e.g., Finance 20, SCM 15, HCM 5), or will they also provide a breakdown by license type (e.g., Full User, Activity, Team Member)?

FYI, it is confirmed by Microsoft that the upcoming enforcement will be effective for production environments. Sandboxes are excluded in this point of time.
