Cannot not see Links in Attachment of Purchase Order

My colleague attached 3 links in PO:

I am Administrator but I cannot see the link when I open the PO, what permission should I add more ?

I cannot even see where add new link.

    You are right. After personalizing to add Links part, I can see now.

    Check if you can do add it with Personalization, its missing from the page.
