Hi everybody!
Just as the subject reads. I have very small scenario for a whatsapp usage: sending pre built messages to customers. Nothing else. My doubt is: For using HTTP Connector (Twilio API of course) inside a PowerPlatform flow , is it neccessary omnichannel activated? If so, I would like to trigger Plugins for sending whatsapps. (When incidents are closed succesfully).

You can use power automate to send twillio SMS when Case is resolve.
Triggere -> When record is modified -> Case Entity->Status field
Add check condition to see if case is closed
use Twilio connector to send SMS to customer.
