Real-Time Segments Refresh rate issue

Hello,
 
A client of mine created a couple of segments based on some views they created. There were discrepancies across the board. Some were off by 2, 100s, and thousands. I kept on trying to figure out why by creating a new segments. After a week of troubleshooting, I returned to my client's segments, which all updated to the correct number. Why did it take so long to update? Is there a way to update the refresh rate of CI-J segments? I've been researching and finding information about CI-D Customer Profiles segment refresh rate adjustments, but those differ from CI-J segments, right?
 
Also does Microsoft plan to provide a stop button or draft mode for Real-time segments?
