GP Reports upgrade failure from GP 2018 10.00.0727

I was just testing my first upgrade of GP 18.00.0727 to 18.2.1036 and the data upgrades fine but when I got to the point of upgrading the reports it did not work. What happens is you get to the point of pointing back to the Dynamics dictionary from which the upgrade is from and you get the message "GP 2018 Dynamics dictionary is not compatible with this version" Well no kidding that is why I am upgrading. It appears that there is a bug in the GP upgrade process. This is the way I have always done report upgrades. I was able to just import the package files so no harm done but this needs to be corrected. Has anyone else run into this issue? I had chosen to do a fresh instance because I did not want GP to be sitting in the GP 2018 folder back at the beginning of the upgrade. I was also surprised to even see that option appear as this should be treated just like every other upgrade.
