I am unable to login from Field Service Mobile App

.I have added a new user and assigned a security role for this field service resource and added as bookable resource and also enable for mobile app yes. still I am unable to login from field service mobile app. The error is "access has been blocked due to conditional access policies. the access policy does not allow token issuance"

Has the user been added to one of the Field Security Profiles (Settings->Security->Security Profiles)?
