Web Resource of type String (RESX) not found by JScript web resource

Getting an error message when JavaScript resource file tries to access RESX language files.

There are 2 RESX files ConatctOnSave.1033.resx (English) and ConatctOnSave.1036.resx (French)

I placed these in a solution with the JavaScript file and added them as dependencies of the JavaScript file.

The JavaScript code is

I've found different blogs one that uses the display name (ContactOnSave) and another that uses the name (td_ContactOnSave)

I've tried both and cleared the browser cache between test runs, but neither seems to work.

Can anyone see what I'm doing wrong from this?
