how to permanently change region & Language as per user preference

 i think after some updates , region & Language are going back to default  .ie .English (US). where as most of our users are having English UK as
their preference. it happen occasionally ( main issue is the date format change to MM/DD/YY where as our user familiar with DD/MM/YY )
