Production Order (Mfg) - nothing to create error

I keep getting a nothing to create error on a Released Production order when I try to create an inventory pick for it. There are components in the line of the Item and at least 2 of the components have inventory available in the bins. The location is correct and Bins mandatory is the only toggle turned on for simple warehousing on the Location card. I cannot figure out why it will not create an inventory pick/movement.
