TMS charges do not write back as proportional to purchase order

We are using TMS for our load/rate planning. Right now when the charges are writing back to a purchase order, the category is always "Fixed" even through the misc charge in TMS is setup as "Proportional":

This is causing problems for us because we need to include the freight charges at the time of receipt. Charges on a product receipt will only work for Pcs., Percent, and Proportional.

Any ideas how to fix this?
