I would recommend to organise/configure smtp pooling server, then you can save your mail with attached pdf to pooling folder on server.

Are you end user or NAV Partner?
This function should be tested carefully while mass sending pdf files to correct employees. Otherwise, big problem when payslip pdf file of Employee A is sent to Employee B.
Besides, you or your NAV Partner can develop a function as our Payroll solution youtu.be/u3cdJBMBQek. It is safer than handling pdf file.
this is a main process in a company. you should use a payroll modul like: www.mibuso.com/dlinfo.asp
as khoa says. using the simple reporting/pdf possibilities of nav could end in send failures, setup failures. also possible: a customized solution developed by your nav partner. also think about a document management system (dms).
one simple solution could be: your employees do not get the payslip as pdf/email, but can download/print the own payslip using the employee account in the nav system.its no big thing to develop a secure solution fot that objective.
assuming you have a kind of a payroll system (on base of dynamics nav) you only need a report for the payslip, the employees list (stored in a table) with the email addresses. then you can use codeunit 400 (or also possible 397) to send mails with pdf attachments.
