Is the project item journal only useful for inventory item not previously tagged to a project?
Purchase order linked to a project does 2 actions in 1.
It purchases inventory (hence bringing it into inventory) and immediately consumes that inventory into project cost (upon receipt).
so in effect it is equivalent to doing the following:
1. "normal" purchase order receipt into inventory (adding to inventory)
2.. Project Item invoice to consume inventory into a project (removing from inventory).
As you can see the net inventory impact is 0.

I understand that Project consumes inventory since it was used to built as part of the project and you have also mentioned that it is to:
"Record the cost of the item into a project (so create and post a project transaction)
The GL impact of that journal is:
credit: inventory balance
debit: project item expense (as defined in the project module, Ledger Posting Setup)
I brought the project procurement part since it is a way to increase the inventory count but unfortunately, it is consumed fully upon product receipt. Then how can you decrease the inventory when you have not yet increased it via project procurement?

I am not sure I fully understand the question, but it sounds like a separate and distinct question.
You are asking how a purchase order linked to a project can record increase in inventory on hand?
I would recommend you post it as a separate thread, and you can get a wider visibility to your question.

I have another concern related to this though. In Project, particularly in Inventory Management, how can we increase the quantity of the item if via purchase order receipt it will be fully consumed already? This is the behavior of AX once purchased items are linked to a Project ID.
Let me hear your thoughts on this.

yes, you can also add (using negative number) however in the context of project module it does not make much sense.
