What's causing this error when enabling the virtual table in Power Apps?

I am following these steps in order to enable a virtual table inside of Power Apps. It works fine for some tables, like Dimension Values, but when enabling some values, I get an error that says `Paste error. Some records could not be saved.` 

What could be causing this issue?
