This is not a GP related question but since all of us who works on GP also do considerable amount of work in SQL and it's an incredible community where everyone tries to help other. I am asking this question here.
I am following this post and trying to enable DTS in SQL Server 2008 R2.
but no luck.
What version of SQL is your source? Can you create a linked server to that server? There are SSIS packages over there, correct? If you log into the source instance you can see the packages?

It's a new installation, the DTS packages need to be open in designer for small changes.
DTS packages are from earlier version.

I thought DTS was deprecated in SQL 2005 and shouldn't be used anymore.. you're on 2008 and should replace them by SSIS packages going forward.. Those DTS packages must have been inherited from SQL 2000 ?
As stated in the error message, the migration wizard will only connect to a SQL 2000 or 7.0 server to import DTS packages and convert them possibly in SSIS packages.
Have you tried to use Visual Studio instead of SSMS to proceed with the import ?
have you followed those MS instructions ? docs.microsoft.com/.../cc768544(v=sql.100)
