Why can't I install Sales Professional and Dynamics 365 Apps under the environment Production type?

The option is grayed out and I don't know where to fix this.  I've tried several environments and tried to install it these ways.

Method 1. Under Dynamics Administration Center under the instances tab, when I press "Solutions button", I select Sales Professional to install the solution and it pops up this error.  

"This solution is only available to Dynamics 365 for Customer Engagement organizations"

Method 2.  From the Power Platform Admin Center > Environments > "My Environment" > Click Dynamics 365 Apps > Click Install App > Select Sales Professional  > Click Next > Install Dialogoue comes up and immediatley gives the error...

"This solution is only available to Dynamics 365 for Customer Engagement organizations"  (I have verified that my license is active and is assigned to me.)

Method 3. Creating a new environment from scratch.  I click New > Give it a name > select Production > Ticked Create a database for this environment > Click Next > I can enter the details but that same Dynamics 365 Apps enable button is grayed out with the error.  

"You do not have the required Dynamics 365 licenses to create databases with Dynamics apps"

What am I missing and why am I getting different errors for a relatively simple task?

    Hi,

    All of the above options you tried will work once you purchase and provision Dynamics 365.

    To install Dynamics 365 Sales Profession, first, you have to purchase and provision it.

    Here are the steps to provision and then install:

    I finally got a hold of a Dynamics rep and it turned out to be a bug in the software.  We created an additional instance without deleting this one, and the button became enabled.

    I believe its due to the recent migration.  Also, I was told that we shouldn't even be seeing Dynamics Administration Center anymore since everything has moved to Power Platform
