Project look up Edit Insert Button Greyed Out

My client just finished upgrading to SL2018 and they are finding on the Time Card Entry with Project/Rate screen the project lookup no longer allows one to insert or edit a project. I've reviewed the PV. The current PV was the standard one. I've copied that to a custom PV list and reimported, but both buttons are still greyed out.

Is there a way to make those buttons active? Please advise.

Did you ever get this resolved? I tried reimporting the PV file and that did not work even though the screen is listed in the second column
